Carpet Underlay

It is made in breadths of 12 or 15 feet to be cut, seamed with a seamign iron and seam tape (formerly it was sewn together) and affixed to a floor over a cushioned underlay (pad) using nails, tack stirps (known in the UK as carpet rods or stair rods, whne used on stairs), (grippre) or adhesives, thus disitnguishing it from a rug or mat which are loose-laid floor coverings.
